EAC presidents extend deadline for signing Common Market Protocol

East African Heads of state on April 29, 2009 at EAC Summit in Arusha, Tanzania extended the signing of the East African common market protocol to November, 2009 to give negotiating teams more time to complete annexes to the protocol ahead of its implementation in January 2010. Do you think the extension was justified?
